This PR convert the entirety of the
/papercommand to use the Brigadier command framework.The main changes are in a feature patch, it technically could just be put into the moonrise patch directly, I just couldn't be bothered updating the moonrise feature patch every single time I want to update the PR. Whoever ends up merging the PR should probably fix that up.
