i18n(ja): fix translation defects in TiDB Cloud docs (recovery-group-delete to serverless-private-link-connection)

Fixes translation defects in 17 Japanese TiDB Cloud docs, from recovery-group-delete.md to serverless-private-link-connection.md in alphabetical order (chunks 07 and 08 of the tidb-cloud review). Each site was checked against the EN source. Most of chunk 07 (the release notes and maintenance notifications) was already fixed in #23993, #23995, and #23996. Other items already fixed in #23988, #23989, #23994, and #23997 are not repeated here.

Meaning fixes

• select-cluster-tier.md: "can create more than five branches" became 5つ以上 ("five or more"), which includes five. The branch-limit sentence was scrambled and used 支店 ("bank branch"). The usage-quota sentence had the same unreadable fragment as the one fixed in manage-serverless-spend-limit.md in i18n(ja): fix translation defects in TiDB Cloud docs (integrate-tidbcloud-with-n8n to migrate-sql-shards) #24002. Three H2 headings had duplicated {#starter}/{#essential}/{#premium} anchors.
• serverless-limitations.md: "use [TiDB Cloud Dedicated] or [contact us] for a feature request" became "use [TiDB Cloud Dedicated] or [contact us] for the feature request". The quota-reset sentence had the link in the wrong clause. "Connection" was rendered as 繋がり ("human ties"), "Usage quota" as 使用量制限, and "spending limit" as 使用制限.
• serverless-faqs.md: the FLASHBACK DATABASE link was moved into the sentence about transactions that continue without disruption. It now sits next to FLASHBACK TABLE, as in EN.
• security-concepts.md: "assign BACKUP_ADMIN without broader permissions" became "assign it to accounts that do not have broader permissions". "Dedicated-only settings" was rendered as 専用環境専用 ("dedicated-environment-only").
• serverless-private-link-connection-to-amazon-msk.md: "Keep other properties unchanged or adjust them" lost "or", which made it contradictory. The IAM permission name Apache Kafka APIs for MSK was split. "Amazon MSK Provisioned" (a product tier name) was translated as プロビジョニングされた ("provisioned") throughout.
• serverless-private-link-connection-to-self-hosted-kafka-in-*.md: "If you have more broker role nodes, add more mappings" became "if there are multiple broker nodes". The backend-server list and the subnet list items were scrambled. The broker host names (broker-node1:39092, …) and the EXTERNAL listener name were translated. "you might have your own bastion node" became "you might need".
• scale-tidb-cluster.md: "Node number" (a count) was rendered as ノード番号 ("node ID number"), and "Storage" became 保存 ("saving"). The "TiDB Cloud Dedicated" qualifier was dropped from the cluster-row steps (×3).

Literal names restored: ISRG Root X1, Amazon MSK Provisioned, Confluent Cloud Dedicated / Confluent Cloud Console (was 専用クラスタ and Confluent クラウド), Azure Blob Storage, Alibaba Cloud OSS, ticloud serverless export download, and the bastion vSwitch name.

Other fixes

• serverless-export.md: {csv|parquet|sql} inside a table cell used a raw |, which splits the cell. It is now | as in EN.
• Duplicate anchors: recovery-group-delete.md (H1 and H2 both used {#delete-a-recovery-group}), serverless-private-link-connection-to-amazon-msk.md.
• recovery-group-failover.md: the "Get Started with Recovery Groups" link text was rendered as 回復支援グループに参加してみましょう ("let's join a recovery support group"). It now uses the target page's title.
• 添付 ("attach", as in an email attachment) → アタッチ for attaching domains. 利用可能ゾーン → アベイラビリティゾーン. Missing <ul> around <li> lists.
• About 30 dropped particles, stray punctuation, and fragments before links.

Not changed: "Beta" vs. "PREVIEW" in recovery-group-overview.md and the stale Tips and headings in several serverless docs look like EN→JA sync lag. The EN-side typo "Parquest" in serverless-export.md and the "available zones" wording in scalability-concepts.md are EN-side candidates.
