Fixes translation defects in 15 Japanese tiup/ docs, from tiup-component-dm-scale-out.md to tiup-troubleshooting-guide.md in alphabetical order (chunk 03, the last chunk of the tiup review). Each site was checked against the EN source.

Meaning fixes

• tiup-mirror.md:
  • "Grant jdoe with private key ~/.tiup/keys/private.json ownership of /data/mirror" was scrambled so that jdoe read as the private key.
  • "If --full, global-version flags, and the component versions are not specified" merged two conditions and labeled global-version a component version.
  • A stray tiup mirror clone was inserted into "among hosts".
• tiup-mirror-reference.md: "a directory … serves the local TiUP client, which is called a local mirror" had "local mirror" attached to the client instead of the directory (×2 for local and remote).
• tiup-playground.md:
  • "The default password is `` (empty, press Enter directly)" had become a condition ("if blank, press Enter").
  • "To start a TiDB cluster using TiUP playground" had become "TiUP cluster".
  • "scale in the corresponding instance" became "scale with the instance".
  • <kbd> wrapped キー instead of Enter.
• tiup-overview.md:
  • "in the TiDB ecosystem" had become "TiUP ecosystem".
  • "in newly deployed TiUP" was truncated.
• tiup-terminology-and-concepts.md:
  • "contains only a few commands" lost "only".
  • "functions" was rendered as 関数 (programming functions).
  • "TiUP mirrors contain…" had become the duplicated TiUPTiUP.
• tiup-component-dm.md and tiup-reference.md:
  • "Scales in a specified cluster" became "scales within the cluster".
  • "Prints" became 印刷.
  • Command completion became 完了 (finish). It now uses 補完.
• tiup-component-management.md:
  • The --tag sentence was garbled.
  • The heading "Clean component instance" had become an adjective phrase. The anchor is unchanged.
• The "pass true or do not pass any value" sentence read as a prohibition. It is fixed in dm-upgrade and tiup-component-dm (×3) with the same wording as i18n(ja): fix translation defects in tiup docs (command-completion to cluster-import) #24061 and i18n(ja): fix translation defects in tiup docs (cluster-list to dm-scale-in) #24062.

Literal names restored

• tiup-dm-topology-reference.md: YAML section names in link text (global, server_configs, master_servers, worker_servers, monitoring_servers, alertmanager_servers). The sibling item grafana_servers is already English.
• tiup-component-dm.md: the heading --ssh-timeout.
• tiup-overview.md: the component name playground.

Other fixes

• tiup-dm-topology-reference.md:
  • About 20 dropped は/を/が/に in the deploy_dir/data_dir/log_dir rules and the xxx_servers intro sentences.
  • "the dashboard_dir field of grafana_servers" was garbled.
• tiup-troubleshooting-guide.md:
  • The link was stranded after the verb.
  • The heading lost "during deployment". Its explicit anchor is unchanged.
• tiup-component-dm-scale-out.md / tiup-component-dm.md:
  • A lost sentence break after a link.
  • The missing blank line before the back link.
  • A duplicated "TiUP TiUP".
  • A truncated predicate in the dm-upgrade summary.
  • Dropped の/を after backticks and links.

Not changed here:

• The unclosed parenthesis in tiup-component-dm-upgrade.md is fixed in i18n(ja): fix unmatched full-width parentheses #23989.
• The merged list items in tiup-component-management.md come from EN, whose ---all`` items have no space after the hyphen. That is an EN-side fix.
